VACANCY ANNOUNCEMENT
In accordance with the Loan Agreement, singed by the Government of Mongolia (the “Borrower”) and the EBRD (the “Bank””) on 22 June 2023 and the Project Agreement between the Municipality of Ulaanbaatar (the “City” or the “Project Entity”) and the EBRD signed on 23 June 2023, the Project shall be implemented by the City through a dedicate Project Implementation Unit (the “PIU”) to be established by the City in accordance with Section 2.02 of the Project Agreement.
The purpose of the Project is to assist the Borrower in construction of residential complex for approximately 33,000 m2 of liveable space (around 712 low-carbon and climate-resilient apartment units in 9 apartment blocks of 9 storey buildings) and associated infrastructure on a vacant land plot with the total area of four ha, located in Songino-Khaurkhan District, 6th Khoroo, Ulaanbaatar.
The Project is expected to be completed by 31st December 2026 (as per signed Loan agreement).
This project is seeking a professional for the position of Financial Specialist and Administrative Officer. The selected candidate will directly report to the Project Coordinator.
Contract: Full-time for one year with possible extension based on performance starting from the begin of September 2024.
Scope of work
The Finance Specialist / Administrative Officer is responsible for all PIU tasks related to financial management as summarised below, including the project billing process, responding to the City, MOF, EBRD inquiries, in accordance with the financial covenants of the Loan, Grant and Project Agreements and applied accounting standards and billing policy. As an Administrative Officer he/she is responsible for documents management and processing, drafting of letters, minutes of meeting, e-mails, translation of the Project documents.
Detailed tasks as a Financial Specialist and Administrative Officer will include:
- Maintain an appropriate project financial management system and practices including budgeting, funds flow and disbursement, internal controls, accounting, financial reporting and external auditing aspects.
- Be responsible for the overall day-to-day financial management of the Project, liaise with Project Manager and others involved in project implementation.
- Efficiently execute financial procedures and processes, ensure proper management and disbursement of the project funds following a sound accounting, budgeting, financial control and audit procedures in line with policies and procedures of the EBRD and the Government of Mongolia.
- Prepare appropriate paperwork for approval of expenses and payment invoices by the PIU, City and MOF, and ensure timely processing of payments to suppliers and consultants in accordance with the relevant contract terms and conditions;
- Prepare withdrawal applications for disbursement from the EBRD in a timely manner, together with the required supporting documents such as Statements of expenditures,
- Special Account Reconciliation Statements and project bank account statements;
- Establish and maintain acceptable accounting system for the Project;
- Monitor the project expenditures, prepare and consolidate all requests for payments based on review and control of all payment documents, invoices, and supporting documents and carry out the process of approval for payment release in accordance with the Bank’s disbursement guidelines and the government procedures;
- Prepare annual project work plan and budget in cooperation with Project Manager in line with project planned activities, ensure the project budget is properly reflected in the city and state budgets, and regularly update the budget based on revised project activities to maintain an up-to-date budget;
- Maintain the project bank accounts and ensure all financial transactions are booked and recorded timely and accurately and prepare and compile financial reports that are in compliance with rules and procedures of the EBRD and MoF;
- Periodically and timely prepare financial reports that are in conformity with EBRD, donors and government requirements in accordance with acceptable accounting standards including the project’s Covenant reports and ensure timely submissions;
- Prepare and submit tax credit and exemption whenever required;
- Prepare and issue reports as needed to different levels inside the PIU and for the EBRD, MOF, and the City;
- Assist and work with external auditors in completing the annual audit for the Project in a timely manner and submitting the Project’s annual audit reports to the EBRD in accordance with the requirements stipulated in the project’s legal agreements, and take prompt remedial actions in respect to irregularities detected by the external auditors;
- Respond to reviews of and/or requests for financial information by the MOF, City, and EBRD, as necessary, during project implementation;
- Maintain and update all financial records of the Project including closing out of project accounts after project closure.
- Draft, edit and format documents, minutes of meetings, letters, e-mails.
- Maintains a register of documents with expiration dates (bank guarantees, contracts, agreements, incoming and outgoing letters and so on).
- Ensures that all contractual documentation of the tender is properly recorded.
- Organizes publication of tender notices in the local media.
- Perform oral and written, full and abridged translations within the established deadlines, ensuring that the translations correspond exactly to the lexical, stylistic and semantic content of the originals, comply with the established requirements for scientific and technical terms and definitions.
- Translate correspondence, reports, minutes of meetings, tender documents, as well as other documentation necessary for the PIU work.
- Attend meetings and perform consecutive records, notes, translation, interpretation.
Qualification Requirements
Education:
Bachelor or higher degree in fields of Finance, Accounting, Business Administration and/or other similar discipline.
Experience:
At least 5 years of direct relevant professional experience in accounting and/or financial management preferably in a similar role on other projects funded by international financial institutions or other international development organisations. Preferably 2 years or more of previous comparable professional experience in administration of teams of experts on position of administration officer, document controller and similar, in project offices preferably in comparable assignments with IFI funding.
Competences as a Financial Specialist and Administrative Officer
- Understanding of information systems including previous work experience of using financial and accounting software to maintain accounting records and to generate project financial reports.
- A solid understanding of project implementation policies and procedures adhered by the Government, International financial institutions or other international development organisations.
- Good interpersonal, communication and participatory skills with the ability to function effectively and collaboratively in a team environment.
- Excellent computer literacy, high proficiency to use accounting software, Microsoft Office.
- Fluency in English and Mongolian languages (both oral and written).
- CFA, CPA, CA, ACCA or an equivalent certification would be an advantage.
- Ability to work with multiple documents in different formats, information and documents’ processing skills.
- Experience of work in IFI-funded projects will be considered as an advantage.
- Computer literacy.
- Good knowledge of Microsoft Office software, Outlook, E-mail, Acrobat Reader.
- Fluency in English and Mongolian languages (both oral and written).
- Good translation and interpretation skills.
