VACANCY ANNOUNCEMENT
In accordance with the Loan Agreement, singed by the Government of Mongolia (the “Borrower”) and the EBRD (the “Bank””) on 22 June 2023 and the Project Agreement between the Municipality of Ulaanbaatar (the “City” or the “Project Entity”) and the EBRD signed on 23 June 2023, the Project shall be implemented by the City through a dedicate Project Implementation Unit (the “PIU”) to be established by the City in accordance with Section 2.02 of the Project Agreement.
The purpose of the Project is to assist the Borrower in construction of residential complex for approximately 33,000 m2 of liveable space (around 712 low-carbon and climate-resilient apartment units in 9 apartment blocks of 9 storey buildings) and associated infrastructure on a vacant land plot with the total area of four ha, located in Songino-Khaurkhan District, 6th Khoroo, Ulaanbaatar.
The Project is expected to be completed by 31st December 2026 (as per signed Loan agreement).
This project is seeking a professional for the position of Monitoring, Procurement and Contract Specialist. The selected candidate will directly report to the Project Coordinator.
Contract: Full-time for one year with possible extension based on performance starting from the begin of September 2024.
Scope of Work
The Monitoring, Procurement and Contract Specialist is responsible for all monitoring and procurement-related activities and contract management. This role is critical to ensuring the smooth execution of the Project in compliance with relevant policies and standards. Detailed tasks will include:
Detailed Tasks
- Coordinates and cooperates with other PIU staff members and consultants on all procurement aspects of the project.
- Prepares, updating and agrees with the EBRD of the Project procurement plan and monitors its compliance.
- Develops tender documents in cooperation with PIU members and with assistance from the PIS Consultant.
- Coordinates internal and external review process of tender documents, including submission to the EBRD procurement and other specialists and provision of responses to the EBRD comments as they become available.
- Directly participates in the organisation of tenders in accordance with the Procurement Plan and in compliance with the EBRD Procurement Policies and Rules (“PP&R”).
- Organises and coordinates the work of the Evaluation Commissions.
- Participation in the work of the Evaluation Commissions as a Project procurement staff, as well as a Secretary of the Evaluation Commission (if necessary).
- Perform the monitoring activities as prescribed by the requirements of Ministry of Finance for the Project.
- Prepares drafts of evaluation reports, and, if necessary, prepares answers to questions from the EBRD, if any.
- Prepares contracts and in pre-contract finalisation meetings with the winning contractors, suppliers and consultants.
- Administers signed contracts and control over the fulfilment of contractual obligations by suppliers, contractors and consultants, including participation in the consideration of disputes on them.
- Facilitate data collection and preparation of all relevant reports in accordance with the reporting requirements of the Financing Agreements (including reporting to donors).
- Participate in trainings on the procurement aspects organised by the PIS Consultant and collaborate with them in fulfilling tasks.
- Prepares and provides the necessary information (related to his/her activities) at the request of the EBRD and government agencies.
- Keep records sufficient to monitor the progress of the Project.
- Carrying out other responsibilities on management and organisation of the necessary work to ensure the implementation of the Project in accordance with the EBRD PP&R, Financing Agreements and the laws of Mongolia.
- Making the publication of the procurement notices on the EBRD ECEPP e-procurement portal.
- Liaison with tenderers, consultants and the EBRD, procurement and other specialist via the ECEPP e-procurement portal.
Qualification requirements
Education:
Bachelor or higher degree in Engineering, Law, Business Administration, or a related field.
Experience:
Preferably 5 years of relevant professional experience in procurement and contract management preferably in a similar role on other projects funded by IFIs or other international development organisations. Experience in FIDIC Conditions of Contract would be an advantage. A legal background and experience in working on a monitoring and evaluation positions will be an advantage.
Competencies:
- Excellent knowledge of procurement planning, tendering, bidding, and procurement regulations, policies, and best practices.
- Strong negotiation and contract drafting skills.
- Monitoring experience as per Ministry of Finance’s requirements.
- Excellent computer literacy, high proficiency in using procurement software and tools as well as MS Office and Acrobat Reader.
- Have excellent knowledge of spoken and written Mongolian language and high level of English language with IBT score of 90 and above (or an equivalent testing score).
