VACANCY ANNOUNCEMENT

In accordance with the Loan Agreement, singed by the Government of Mongolia (the “Borrower”) and the EBRD (the “Bank””) on 22 June 2023 and the Project Agreement between the Municipality of Ulaanbaatar (the “City” or the “Project Entity”) and the EBRD signed on 23 June 2023, the Project shall be implemented by the City through a dedicate Project Implementation Unit (the “PIU”) to be established by the City in accordance with Section 2.02 of the Project Agreement.

The purpose of the Project is to assist the Borrower in construction of residential complex for approximately 33,000 m2 of liveable space (around 712 low-carbon and climate-resilient apartment units in 9 apartment blocks of 9 storey buildings) and associated infrastructure on a vacant land plot with the total area of four ha, located in Songino-Khaurkhan District, 6th Khoroo, Ulaanbaatar.

The Project is expected to be completed by 31st December 2026 (as per signed Loan agreement).

This project is seeking a professional for the position of Project Coordinator and Civil Engineer. 

Contract: Full-time for one year with possible extension based on performance starting from the begin of September 2024.

As Project Coordinator will be responsible for the PIU’s performance, staff management, and coordination of the PIU’s work with the Ministry of Finance (“MoF”), the City, the EBRD, the Project’s Contractors, Suppliers, Consultants, and other project stakeholders.

He/she will be responsible for all aspects of the Project for which the PIU is responsible, and which are required to efficiently implement the Project and achieve its physical completion on time and within the budget while fulfilling the obligations imposed by the City, the Government of Mongolia and the Bank as summarised in the Financing Agreements with the Bank.

As Civil Engineer will be responsible for coordination of technical issues and all issues related to the design and construction.

The main functions will include, but not limited to the following:

Detailed Tasks as a Project Coordinator and Civil Engineer

 

  •       Acts as the Head of the PIU
  •       Serves as the single point of contact for the Project and ultimate responsible for all Project deliverables.
  •       Act as a principal representative of the Project during review meetings, evaluations, and all Project related discussions and ensures timely collection, accumulation, dissemination, storage and subsequent usage of Project information.
  •       Liaises with and maintains close working relationships with all stakeholders e.g., the MOF, the City, the EBRD, non-government organizations/civil society organizations, as well as Project Implementation Support and Corporate Development Programme Consultants to ensure cooperation and coherence in planned and ongoing activities, as well as regular exchanges of up-to-date information regarding the Project.
  •       Performs regular control of the project implementation progress, and timely execution of activities in accordance with stipulated deadlines.
  •       Performs periodic monitoring of all activities under the Project for compliance with the requirements of the local law and the EBRD procedures including control of protective measures with respect to social and environmental issues.
  •       Prepares, reviews and presents regular and ad-hoc reports and updates on the status and results of the Project implementation, including annual project report, detailed implementation plans, and annual (quarterly, monthly) work programs for the consideration of the City and the EBRD.
  •       Supervises the PIU staff members, evaluates performance and operating effectiveness (including ongoing staff performance evaluations and feedback), making recommendations for change as necessary.
  •       Allocates tasks for the PIU staff and monitors the quality and timing of their execution.
  •       Takes part in the evaluation of the Contractors’, Suppliers’, and Consultants’ proposals during the tendering procedures.
  •       Timely reviews and contributes to the reports prepared by the Consultants and provides regular a assessment of the Contractors’, Suppliers’, and Consultants’ work to ensure quality of their deliverables.
  •       Ensures the quality control services and approving of reports, documents, letters, and materials produced by the PIU.
  •       Acts as chairperson for technical meetings.
  •       Within his/her area of responsibility as an engineer and in consultation with the PIU members and consultants:
  •       Contributes to and reviews as necessary any Project implementation reports within their area of responsibility for the EBRD in the prescribed format.
  •       Defines and agrees on the Employer’s Requirements to be included in the Bidding Documents.
  •       Determines the criteria for selection of Contractor and Engineer.
  •       Determines the phasing of the works related to the Project facility and approves the final construction plan.
  •       Reviews draft documents from consultants and contractors and prepares comments within their area of responsibility.
  •       Coordinates provision of explanations to bidders on technical issues.
  •       Participates in explanatory meetings, site visits and contract negotiations.
  •       Coordinates the evaluation of technical proposals.
  •       Coordinates and facilitates issuance of initial permit documentation for concept-design and detailed design.
  •       Coordinates the approval of the Contractor’s design documents.
  •       Controls the progress of the works and compliance with the agreed program.
  •       Maintenances up-to-date and amends, when necessary, the implementation schedule in accordance with the actual progress.
  •       Supervises the execution of tests.
  •       Ensures control over the progress of measures for acceptance of individual sections or parts of the works and commissioning of the facility.
  •       Reviews incoming correspondence, including letters and appeals from stakeholders (within their area of responsibility) and prepares draft responses.
  •       Organizes publication of materials and information about the Project.
  •       Responsible for handling and reporting on all appeals received in relation to the Project.
  •       Represents the PIU in the Client’s tender committee.

Qualification Requirements

Holds a bachelor’s or master’s degree in civil engineering and management.

Experience: 

  •       Preferably 10 years of general work experience in design,  construction supervision of civil and/or industrial building projects. At least 5 years of experience in project management, supervision or monitoring preferably on position of Project Manager or Team Leader in projects of similar nature and scope. Preferable experience in government implemented projects.
  •       Experience in supervision of at least of one project for construction of residential buildings and/or commercial real estate of not less than 10,000 m2 area.
  •       Knowledge of the EDGE standard and similar green standards is desirable.
  •       Experience of work on investment projects financed by International Financial Institutions (“IFI”) or projects similar in the complexity of assigned tasks would be an advantage.

Competencies: 

  •       Ability to communicate effectively, and lead and manage a team.
  •       High standard of professional and work ethics.
  •       Confident user of Microsoft Windows, Outlook and Office (Word, Excel, PowerPoint), Acrobat Reader, Internet and E-mail, CAD applicatons.
  •       Have excellent knowledge of spoken and written Mongolian language and high level of English language with IBT score of 90 and above (or an equivalent testing score).
