Mayor D. Sumyabazar resigned at his own request

Capital Governor and Ulaanbaatar City Governor D. Sumyaabazar informed about his resignation. During this he said:
– Since I took office as the capital city governor, I have aimed to create three basic programs: Law, Economy, and Healthy Governance. He accepted his job on October 23, 2020, and expressed his intention to work to solve the problems that have arisen in Ulaanbaatar over the past 30 years. In this context, in cooperation with the Parliament and the Government, not only the members elected from Ulaanbaatar but also the members elected from the local area joined together to establish a temporary committee for the development of Ulaanbaatar in the Parliament for the first time, focusing on reforms within the legal framework. Despite the difficult times of the coronavirus, the capital city of Ulaanbaatar managed to renew the law on the legal status of Ulaanbaatar after 27 years. As a result, the capital city has the right to issue bonds for the first time, and it is becoming a business. Also, for the first time, the Capital Policy Research and Analysis Center was established. The problem of the city will be solved in the long and medium term with calculation and research. This organization cooperates with scientists and researchers of domestic and foreign research institutes and universities.
Since taking the job, I have faced many difficult times, such as the coronavirus, protests, and the flood situation. We have overcome these issues by understanding and cooperating with the Parliament, Government, enterprises, civil society organizations and citizens. A city is not run by one party, group of people, or one person. Solving the problems of the city at the level of the parliament, at the level of law and justice, and approving the package of laws of Ulaanbaatar will be the basis for creating conditions for the citizens of the city to live in a healthy and safe environment. Without legal and economic capacity, it is impossible to create the city we want. I hope that the next Mayor will not be subject to this order. I hope that our understanding at the level of the Parliament and the Government will continue. According to Government Resolution No. 146 dated May 19, 2021, the historic decision not to reduce the investment of Ulaanbaatar from 420 billion MNT should be continued and the problems of the city’s citizens should be solved. In the future, the legal capacity of Ulaanbaatar city should be improved and a set of laws of Ulaanbaatar city should be developed.
In the past, the legal capacity of the city has been increased, unauthorized garages and fences have been cleared, green spaces have been added, and sidewalks have been expanded and brought up to standard.
We apologize for the inconvenience caused to our citizens regarding the purchase of buses. Let me tell you that I was of the position that the buses will be displayed in Sukhbaatar Square, presented to the citizens, and if they do not meet the requirements, they will be returned. Law enforcement agencies must investigate and decide within the framework of laws and regulations. Preparations for wintering should be done quickly. Road repair works need to be completed. Also, there is a need to urgently build dams to support the development of the city and speed up construction, demolish unauthorized buildings and structures along the Selbe River, and provide healthy and safe living conditions for citizens. The work of the city should continue without stopping. Therefore, I spoke with the Prime Minister of Mongolia and MPP leader L. Oyun-Erdene and asked him to resign and appoint the next mayor in order to carry out the work of the city intensively.
I would like to thank everyone who supported me, always sharpened me and gave me fair criticism. A city is not the work of one person. I am grateful to all the civil servants and citizens of the city who worked side by side with me. Please do not politicize my decision as I am resigning from my position voluntarily and accepting ethical responsibility. There is absolutely no political influence or pressure in my decision to resign. Government work and city work must continue. Therefore, following the ethics, I am submitting a request to be released from work on my own request.
